the adapter does not change the mains voltage from 230 v to 110 v. equipment not adapted to operate in the 100-250v AC range may not operate properly.

fast charging technology

almost all modern mobile devices such as smartphones and tablets support fast charging technology. the most popular of them are pd and qc for short, this technology allows charging the battery with a higher voltage.
